Rowena graduated from the University of Tasmania in 2014 with a Bachelor of Laws with Honours and was admitted to practice in the Supreme Court of Tasmania and the High Court of Australia in 2015. She has a strong industrial relations background, having worked for various unions in Tasmania and the Northern Territory before embarking on her legal career.

Rowena has particular interests in industrial and workplace disciplinary matters, workers compensation and anti discrimination law.

Rowena has experience in policy development at an international level, working as a researcher on a research consultancy between the University of Tasmania, the Kingdom of Tonga and the Commonwealth Secretariat to produce a Freedom of Information policy for the Kingdom of Tonga, launched in June of 2012. Rowena also co-authored an article on Freedom of Information Law Reform in South Pacific Micro-States accepted in the Round Table: The Commonwealth Journal of International Affairs.
